Abstract: Driven by the "Digital Yunnan" initiative, underpinned by the "One Mobile Phone to Tour Yunnan" provincial smart culture and tourism platform, and coupled with the continued advancement of the Grand Western Yunnan Tourism Loop development strategy, western Yunnan's cultural tourism sector is gradually transitioning from traditional offline sightseeing operation models to digitized, all-domain operations. Digital technologies are continuously reshaping tourist consumption experiences, industry regulatory approaches, and cultural tourism dissemination pathways. Digital transformation is helping localities drive development across sectors, including economic growth, rural revitalization, smart services, digital marketing, market supervision, infrastructure construction etc. The study diagnoses practical bottlenecks including the digital divide, cultural-technological adaptation tensions, uneven infrastructure, data silos, insufficient immersive products, talent and funding shortages and benefit distribution imbalances. Targeted optimization measures are put forward from seven aspects. The study proves digital cultural tourism facilitates low-carbon transformation and long-term income growth in border areas, offering references for tourism digitalization in Southwest China.

Biography: Prof. Lin Liu is Master’s Supervisor, Academic Leader of Accounting Major at West Yunnan University of Applied Sciences, China. Her long‑term research focuses on fiscal and taxation policies, environmental economics, tourism economics and international business. She has presided over and participated in more than 40 research projects funded by the Humanities and Social Sciences Fund of the Ministry of Education, Yunnan Provincial Social Science Fund, Yunnan Provincial Department of Science and Technology and other institutions. As the first author, she has published over 20 papers in domestic and international academic journals. She has edited and co‑authored multiple textbooks, including Principles of Accounting, Economic Law, and Environmental Compensation System. She teaches core courses such as Economic Law, Accounting, Economics and Management. She has been repeatedly awarded the honors of “Excellent Graduation Thesis Supervisor”, “Teaching Quality Award” and “Outstanding Teacher” by the university.
