Abstract: This paper reviews recent developments in the regulation of digital platforms in the European Union, focusing on major policy reforms such as the Digital Markets Act (DMA) and the Digital Services Act (DSA), which significantly reshape the obligations of large platforms. Particular attention is given to the elimination of price restrictions (including price parity clauses) and increased transparency in algorithmic recommendations. The paper also discusses the EU Data Act and its implications for the cloud computing sector, especially regarding limits on switching fees and enhanced interoperability, and considers their expected effects on competition and innovation. In addition, we examine regulatory initiatives targeting health platforms, highlighting challenges related to data protection, liability, service quality, and the broader public-interest dimension of healthcare digitalization. Overall, the analysis shows how the EU’s layered regulatory framework seeks to balance competition and innovation, while preparing the ground for more substantial challenges arising from the rapid development of generative AI.
Biography: Andrea Mantovani is Full Professor at Toulouse Business School. He is the head of the MSc in Purchasing and Supply Chain Management. He is also Associate Member at the Toulouse School of Economics. He received his PhD in Economics from CORE, Université Catholique de Louvain. He spent many years in Barcelona as a post-doc researcher (IESE Business School) and as an adjoint professor (Universitat Pompeu Fabra and Universidad Autonoma de Barcelona). He was also a visiting scholar at the Kellogg School of Management, Northwestern University. His main research focus is in industrial economics, specifically in the areas of digital economy, managerial economics, competition policy and regulation, and economics of innovation. He has published in leading top journals such as Management Science, Journal of the European Economic Association, Strategy Science, European Economic Review, Games and Economic Behavior, International Journal of Industrial Organization, Journal of Economics & Management Strategy, and Journal of Economic Dynamics and Control.
